HIGHER LEVEL MISSIONS INC exists for one reason only. We are a tool of God, giving hope to hundred’s of men and women returning to our communities from incarceration. Evolving from an inner passion to serve the people, HLM is a mission of rescue and empowerment for survivors of the incarceration experience.

The rescue of lives is difficult. Many people want to be rescued but don’t want to change. Many people believe change is needed in their lives, yet they have never figured out how this will be accomplished. Upon release from prison people are encouraged to find “new playmates, new playgrounds and new playthings”. Many of the programs in society designed to help ex-offenders do not address how this is done. HLM is different. We believe people must be taught new behaviors if results are expected.

Teaching is the vital bridge between rescue and empowerment. Our ministry and its supporting programs are vehicles that teach new information to help redirect lives toward purpose and fulfillment. Over the past decade we have evidenced the truth that people only go as far as the information they have for the journey. Hearing that a relationship is wrong is only the beginning. Being taught why and being taught how to form new relationships is what will sustain change. HLM is a God change agent.

 

HLM is an investment tool. The desire of HLM is to invest in people through our ministries and programs. Each person who desires to repair their lives by investing in themselves, HLM will invest in them also. The tenets of our faith include redemption, reconciliation and restoration. Men and Women returning from incarceration need the same.  Returning offenders can find these pillars of change in Higher Level Missions.

Christ-Centered Perspective

In the bible, Jesus declared that He came so that men and women may experience God's abundant life. We believe that no approach to meeting human need can succeed without Christ being the center of it.

Community-Based Outreach

The work of development can only be effected from within the community being served. HLM utilizes areas provided in the community such as community centers, available apartments and outdoor gathering areas.

Holistic Approach to Human Need

HLM is concerned about the development of local communities: spiritually, socially educationally, and economically.

Cabarrus Reentry Initiative

MISSION STATEMENT

To effectively reduce recidivism rates of men and women returning to Cabarrus County from Federal, state, and local jails by providing an administrative and operational system inclusive of industry Best Practices through which useful and efficient reintegration services are delivered resulting in the successful transition of individuals

THE NEED

In Cabarrus County, 49.8% of former inmates are rearrested within 3 years of release. The North Carolina Sentencing and Policy Commission also states 35.9% are re-incarcerated within three years. Reintegration can be a very difficult process. Men, women, and youth return to their communities without homes, jobs, or high school diplomas.

Three primary reasons for these problems are:

  1. 87% of offenders returning to our county need employment (including soft skills training)
  2. 86% will return with no type of supervision or accountability
  3. 71% will need residential substance abuse treatment (according to Department of Correction Research and Planning)

Far too often they are without treatment options for mental and physical health problems or for alcohol and substance abuse problems. They are without support networks, connections to training programs, Faith-Based assistance, or other resources that can be critical to their success.

Preparing ex-offenders for successful reentry into their families, communities, and the labor market demands a distinct set of resources, training, and partnerships specifically designed to meet the population's unique needs.

THE PROJECT

Cabarrus Reentry Initiative takes a proactive approach to dealing with the problems ex-offenders face in reentry. CRI provides assessments, counseling, and assistance in both the pre-release and post-release process.

CRI addresses critical needs of ex-offenders through the continued development and study of effective reentry programming with committed partnerships. CRI identifies methods and strategies through which the outcomes of ex-offenders and their families can be improved thereby helping to reduce crime and recidivism in Cabarrus County.

Our 12 community partners help by providing needed reentry services and programs, including our Faith-Based partner, Higher Level Missions, which offers effective residential transitional housing for qualified ex-offenders.

The structure provided through CRI provides invaluable assistance in moving forward addressing their needs such as literacy, education, job skills, and accountability for their lives. CRI will also serve as an initial step to reunification and possibly positive, cohesive family relationship being established or re-established.

Operation New Eden

Operation New Eden is a supportive transitional housing program located in Kannapolis, North Carolina, setup to assist individuals in the process of restructuring their lives and the lives of their families in order to have a better quality of life.

The purpose of Operation New Eden is to offer residential living as well as a comprehensive program of rehabilitation, habilitation and aftercare for recovering individuals from alcohol, drugs, incarceration and/or homelessness.

with the continued social and economic deterioration in our society, needs have arisen for developing and /or strengtheningworking partnerships betwenn our community, consumers, social agencies, churches, schools and housing management agencies to join efforts in establishing programs that will meet and foster changes in the lives of individuals who have fallen through the cracks

Operation New Eden is established specifically to address issues that are enemies in acheiving a holistic lifestyle for many individuals. Therefore, Higher Level Missions (HLM), through Operations New Eden, has established specific programs as catalyst in accomplishing the mission.

Programs Operation New Eden Offer

Operation New Eden's programs consist of three TRACKS:

TRACK I - Substance Abuse

To include but not limited to:

  • Twelve-step spiritually based meetings
  • Clinical and spiritual counseling
  • Establishment of family core values
  • Outside Narcotics Anonymous(NA) and Alcoholics Anonymous (AA) meetings
  • Random Drug Testing

TRACK II - Adult Education

To include but not limited to:

  • GED Acquisition
  • Adult Literacy
  • Computer Literacy

TRACK III - Personal & Career Development

To include but not limited to:

  • Personal Analysis
  • Time/Stress Management
  • Personal & Career Educational Development
  • Interactive Communication
  • Welfare to Work (Job preparation and placement)
